Kuwaiti Representative / Signatory: Abdulrahman Al-Duaij, referenced in official reports as the Acting Director of Kuwait Municipality.
Isfahan Representative / Signatory: Dr. Morteza Saqaian-Nejad the Mayor of Isfahan at the time, who personally attended the signing ceremony.
Purpose of the Agreement:
To strengthen cultural, social, and tourism relations; promote academic cooperation; facilitate the exchange of information and municipal expertise; and establish periodic joint working-group meetings to follow up on the implementation of the agreement.
The Sister-City Agreement between Isfahan and Kuwait City was signed during the official visit of the Mayor of Isfahan to Kuwait on 15 December 2004 by Dr. Morteza Saqaian-Nejad and Abdulrahman Al-Duaij, with the aim of enhancing cultural, tourism, educational, and technical collaboration between the two cities — an event documented in official IRNA reports and international sister-city registries.

نماینده / امضاکنندهٔ کویتی: عبدالرحمن الدعیج — در گزارشها بهعنوان سرپرست شهرداری کویت (Acting Director of Kuwait Municipality) آمده است.
نماینده / امضاکنندهٔ اصفهان: دکتر مرتضی سقائیاننژاد شهردار وقت اصفهان که شخصاً در مراسم امضاء حضور داشت.
موضوع و هدف سند: تقویت روابط فرهنگی، اجتماعی، گردشگری، همکاری دانشگاهی و تبادل اطلاعات و تجربیات شهرداریها؛ برنامهریزی برای نشستهای گروه کاری مشترک دورهای جهت پیگیری مفاد قرارداد.
پیمان خواهرخواندگی میان شهرهای اصفهان و کویت در جریان سفر رسمی شهردار اصفهان به کویت در ۲۵ آذر ۱۳۸۳ (۱۵ دسامبر ۲۰۰۴) توسط دکتر مرتضی سقائیاننژاد و عبدالرحمن الدعیج امضاء شد تا همکاریهای فرهنگی، گردشگری، آموزشی و فنی میان دو شهر تقویت گردد؛ امری که در گزارشهای رسمی خبرگزاری ایرنا و فهرستهای بینالمللی خواهرشهرها مستند شده است.
